Dr. Smith’s distinguished career spans 35 years in the healthcare industry, where he has established himself as an expert in both nursing operations and healthcare administration. Since 2025, he has overseen daily operations at Solomon’s Nursing & Rehabilitation, a 104-bed skilled nursing facility in Maryland. His responsibilities also include managing a 61-unit assisted living community and supervising its executive director, as well as providing oversight to the administrator of a 171-bed sister skilled nursing facility in Charles County, La Plata. Dr. Smith’s short tenure has been marked by significant expansion efforts, including increasing the skilled nursing center’s capacity from the low 90-bed range to its current 104 and adding another floor to the assisted living community to reach the now 61 apartments.
Before his current role, Dr. Smith was a regional clinical educator at Engage Healthcare, a skilled nursing organization, from 2024 to 2025. In this capacity, he contributed to staff development and clinical education across multiple facilities. Dr. Smith was recruited from FutureCare Health, a short-term rehabilitation and nursing care facility, where he initially served as the director of nursing services, starting in 2017. He then became the executive director, where he led organizational growth initiatives and oversaw daily operations from 2021 to 2024.
Earlier, Dr. Smith served as a clinical nurse consultant for the Centers for Medicare & Medicaid Services, a federal agency within the U.S. Department of Health and Human Services, from 2016 to 2017. He also excelled as a clinical services manager at the University of Maryland Midtown Campus, a multi-hospital system offering academic, community, and specialty services, between 2013 and 2016. Notably, as the director of nursing for hospital services at LifeBridge Health from 2010 to 2013, Dr. Smith played a pivotal role in opening Maryland’s first telemetry monitoring system in a specialty hospital at Levindale in Baltimore in 2010. This innovative program allowed patients requiring specialized monitoring and rehabilitation to receive care outside of intensive care units while reducing length of stay for Sinai Hospital.
Among Dr. Smith’s earlier administrative roles, he was the executive director at Ellicott City Health and Rehab. This operational role included the oversight of the 182-bed long-term care center, where he was responsible for the financial outcomes and stability of the largest center in Maryland. He was also a senior administrator at HCR ManorCare, where he oversaw a 125-bed long-term care center. He began his administrative journey as an assistant administrator at Levindale after being offered the opportunity while working as the director of nursing at one of LifeBridge Health’s centers and in a prior position with LifeBridge Health as the director of nursing for the sub-acute unit at Northwest Hospital Center. Dr. Smith’s formative expertise was as a hospital operations coordinator at Northwest Hospital Center after his initial work as a manager of patient care services for intensive care and intermediate care units at Sinai Hospital, dating back to 1999.
Dr. Smith’s professional foundation was built on his early service in the U.S. Army from 1985 to 1987 following participation in Junior ROTC and the Delayed Entry Program during high school. This military background is rooted in a family tradition of service that spans generations.
A commitment to lifelong learning is evident in Dr. Smith’s academic achievements. He completed an Associate Degree in Nursing at Baltimore City Community College, a Bachelor of Science in nursing from Coppin State University in Baltimore in 1999, a Master of Science in health systems management from the University of Baltimore in 2007, and a Doctor of Philosophy in leadership from the School of Greater Commission in 2024. In addition to his formal education, Dr. Smith has held registered nurse certification since 1994, which laid the groundwork for his initial roles as a clinician before transitioning into administration.
Dr. Smith is actively engaged with Phi Beta Sigma Fraternity Inc., where he previously served as the president of the Coppin State University chapter. He is also a board member on the nursing advisory board at Baltimore City Community College. Civic engagement also remains central to Dr. Smith’s values. He supports fundraising events for children and families through the March of Dimes each year and volunteers for various community events throughout Calvert County, including organizing free celebrations that provide activities for families while connecting them with local resources.
Throughout his career, Dr. Smith has demonstrated an unwavering commitment to building and expanding healthcare services wherever he has worked. He is particularly proud of leading organizational growth by developing new programs and expanding capacity within existing facilities. Dr. Smith’s approach emphasizes methodical problem-solving during periods of chaos or change by fostering collaboration and trust within his teams.
Under Dr. Smith’s leadership, Solomon’s Nursing & Rehabilitation received the Best of Southern Maryland Nursing Homes award in 2025 and was nominated again for this recognition in 2026. He attributes his sustained success to consistency and an enduring desire to improve every organization he joins or leads. Dr. Smith encourages those entering healthcare management or systems management fields always to expect change, reminding them that progress is cyclical but rooted in foundational strengths.
Solomon’s Nursing & Rehabilitation is exploring opportunities to expand its services by developing an independent living community on nearby property under consideration for acquisition. Should this project proceed, Dr. Smith would oversee its integration into existing operations. In retirement, he plans to remain active through consulting and educational work, sharing his expertise with emerging professionals while supporting ongoing improvements within healthcare systems.
