Dr. Kwan has established himself as a leading authority in cardiology, advanced heart failure and cardiac transplantation, with a distinguished career spanning more than three decades. Since 2012, he has served as a program director for the Advanced Heart Failure and Cardiac Transplant Program at Methodist Hospital, part of the Methodist Healthcare System, in San Antonio, Texas. Under his leadership, the program has grown into one of the largest and most respected cardiac transplant centers in the country, consistently ranking within the top 15% nationwide. Dr. Kwan’s commitment to expanding access to care is evident in his efforts to establish satellite clinics in McAllen, Laredo, El Paso and Corpus Christi, addressing critical service gaps for underserved communities across Texas.
Beginning his tenure at Methodist Healthcare in 2004, Mr. Kwan joined the organization as a transplant cardiologist. Demonstrating clinical excellence and administrative acumen, he was promoted to medical director of the Advanced Heart Failure and Cardiac Transplant Program in 2006, a role he held until 2012. During this period, Dr. Kwan played a pivotal role in shaping the program’s multidisciplinary approach, overseeing a team of more than 70 professionals dedicated to comprehensive patient care.
In addition to his clinical responsibilities, Dr. Kwan has held several key leadership positions at Methodist Hospital. He served as the vice chief of staff from 2014 to 2015 and subsequently as the chief of staff until 2017, contributing to institutional governance and quality improvement initiatives.
Dr. Kwan’s influence extends beyond hospital walls through his involvement with national organizations that shape transplantation policy. He has served as a region 4 councilor for the United Network for Organ Sharing (UNOS) since 2023, following his role as a region 4 associate councilor from 2022 to 2023. Dr. Kwan’s expertise has also been recognized through appointments to the board of directors for both UNOS and the Organ Procurement and Transplantation Network (OPTN), where he has contributed to national policymaking and oversight of organ transplantation practices.
Notably, Dr. Kwan served in the military from 1998 to 2004, including as a staff cardiologist with the U.S. Army, where he led the military’s only cardiac transplant program until its closure in 2000. During his deployment as battalion surgeon with the First Infantry Division in Iraq between 2003 and 2004, he provided critical care under combat conditions during pivotal moments, such as the first battle of Fallujah.
Dr. Kwan’s academic foundation began with a Bachelor of Arts from Johns Hopkins University in Baltimore, Maryland. He later earned a Doctor of Medicine from Loyola University Chicago before completing postgraduate training at Brooke Army Medical Center in San Antonio, Texas. He then completed both an internal medicine residency and a cardiology fellowship at Brooke Army Medical Center between 1992 and 1995. Dr. Kwan’s pursuit of excellence continued with specialized coursework in transplantation surgery in Houston, Texas, which positioned him at the forefront of cardiac transplantation upon returning to San Antonio.
Dr. Kwan holds fellow status with the American College of Cardiology Foundation and maintains active membership with the International Society for Heart and Lung Transplantation. Civic engagement also remains central to his professional identity. He has served on numerous committees within UNOS, including the membership and professional standards committee and heart transplant committee, and on the board of directors for OPTN under the Health Resources & Services Administration. Together with his wife, Bonnie, Dr. Kwan co-founded Shay’s Wellness Center, where he served as executive director, supporting transplant recipients during their recovery journeys. Notably, his wife is a two-time heart transplant recipient who previously served as the executive director of Transplants for Children.
Throughout his career, Dr. Kwan has been recognized for both clinical expertise and educational impact. He is a two-time recipient of a Teacher of the Year award from Brooke Army Medical Center and the University of Texas, reflecting his dedication to mentorship and professional development within medicine. Dr. Kwan’s contributions have also been acknowledged by national media, with The Wall Street Journal featuring him among nine top professionals. Additionally, Dr. Kwan’s exemplary service earned him multiple battlefield honors, including the Bronze Star and Army Commendation Medals.
Dr. Kwan credits much of his success to technical skill combined with tactical insight, a philosophy shaped by early influences from family members in health care and further refined through years of teaching and mentoring future physicians. Looking ahead, he remains focused on expanding access to advanced heart failure and transplant services throughout Texas while ensuring organizational strength endures beyond his tenure.
