Angel B. Llagas Jr., Paramedic and Training Officer at the Guam Fire Department, has been recognized by Marquis Who’s Who Top Healthcare Professionals for dedication, achievements and leadership in Emergency Medical and Fire Services.

Mr. Llagas has dedicated over four decades to the Guam Fire Department, where he has served with unwavering commitment and diligence. Throughout his career, he has been a steadfast advocate for public safety and emergency medical services. Mr. Llagas’s tenure as a training officer and paramedic since 2018 and as a fire lieutenant since 2023 underscores his expertise in pre-hospital emergency medical and fire services. In these roles, he has mentored, coordinated, facilitated and instructed various programs, including the Fire Academy coursework and the Guam College Allied Health Emergency Medical Services Programs. Mr. Llagas’s leadership extends to coordinating American Heart Association courses and managing emergency medical services and fire training records for the department.

Besides his success with the fire department, Mr. Llagas’s military service was equally distinguished. He retired as a senior master sergeant from the U.S. Air Force in 2023 after serving for over a decade. Mr. Llagas’s military journey began in 1982 with the U.S. Army, where he served as an infantryman until 1991. He later joined the Guam Army National Guard as a health care specialist and combat medic from 2008 to 2011. Mr. Llagas’s military experience has taken him across various states in the U.S., enriching his understanding of strategic planning and interagency coordination.

In preparation for his future, Mr. Llagas received a bachelor’s degree and a master’s degree in public administration from the University of Guam, graduating in 1998 and 2000, respectively. Additionally, he earned an associate degree in air transportation from the Community College of the Air Force in 2015 and completed coursework in emergency medical technician and paramedic studies at the School of EMS in 2022.

Mr. Llagas’s professional credentials are also extensive. He was the first licensed paramedic in Guam, holding registry number 001 with the National Registry of Emergency Medical Technicians. He also received designations as a chief training officer and chief emergency medical services officer from the Center for Public Safety Excellence. Mr. Llagas’s certifications include fire instructor II, fire inspector II, and fire officer III. Furthermore, he completed various life support certifications through the American Heart Association.

Aside from his education, Mr. Llagas’s dedication to his profession is further exemplified by his membership in numerous industry-related organizations, such as the Institution of Fire Engineers, the National Association of Emergency Medical Technicians and the International Association of Fire Chiefs, among others. These affiliations reflect his commitment to enhancing community safety and compliance through quality assurance and team skill development.

Beyond his professional life, Mr. Llagas is actively involved with civic-minded organizations, including the American Red Cross, the Make-A-Wish Foundation, Toys for Tots and United Service Organizations.

Mr. Llagas’s contributions have been recognized with several awards, such as the Paramedic of the Year in 2023 and the Distinguished Service Award in 2024, as well as multiple accolades for his excellence in emergency medical services. While still in college, Mr. Llagas’s academic achievements were recognized by his inclusion in Who’s Who Among Students in American Universities and Colleges.

Looking ahead, Mr. Llagas aims to become the program director for the paramedic program at Guam Community College following his retirement from active fire service. Additionally, he aspires to further his education by pursuing a doctorate in human resources or executive leadership.
