Committed to understanding the structure of healthcare delivery and its relationship to government funding, Dr. Holmes possesses decades of expertise regarding the many local, state and national issues facing the United States in regards to health. He obtained a Bachelor of Arts at Rice University in 1966, a Master of Arts at Louisiana State University in 1968 and a Doctor of Philosophy in American urban development from the University of Missouri in 1973. Moreover, he has contributed as the executive editor at the University of Pennsylvania Wharton School of Business, the Harvard T.H. Chan School of Public Health, Stanford University, the Rice University Jones Graduate School of Business and the University of Texas McCombs School of Business. In his present role at Allen Austin in Houston, he contributes to the organization’s life sciences, professional, medical and governmental services practice teams. In addition, Dr. Holmes has found success as a former senior policy advisor for Good Neighbor Healthcare Clinic and Harris County Healthcare Alliance and served as the senior vice president for Texas Medical Center, which is the largest medical complex in the world.
Renowned for his expertise as a strategist and liaison to a number of significant medical leaders and health care facilities, Dr. Holmes spent over than 15 years at the University of Texas MD Anderson Cancer Center as the vice president for governmental relations and special projects. Reflecting on a multitude of professional accomplishments, he is gratified to have created the National Conference Center Network. In an effort to bring the major cancer centers together to share information and knowledge, he is proud that the National Conference Center Network has since become regarded as a driving force behind the research and dissemination for the treatment of cancer. Furthermore, he has maintained his involvement with involved with the National Coalition for Cancer Research, the advisory committee for the Texas Higher Education Coordinating Board and the planning committee for the Texas Life Science Commercialization and Innovation Board. Above all, Dr. Holmes attributes his success to his academic training, discipline, concern for others, inherent inquisitiveness and commitment of time and energy.
